Click here for the full documentFebruary 11, 2011 In regards to: Campus Policing Statute John Kitzhaber 160 State Capitol 900 Court Street Salem OR 97301 Dear Governor Kitzhaber, Subject: SB116 and SB405 - Support for Campus Policing Legislation The Western Association of Campus Law Enforcement Administrators (WACLEA) would like to request your endorsement of upcoming legislation regarding campus policing (SB116 and SB405). This will ensure better continuity between law enforcement entities on campus and within the community. This approach is well thought out and a very good example of how a university may better tailor law enforcement services on their campus. These changes have been a long and challenging task to ensure consistency with national best practices. We would like to add a couple quick facts that you may like to know.

  • 6 of the 8 public universities affiliated with the PAC-10 maintain their own police departments. The University of Oregon and Oregon State University are the exceptions.
  • 32 of the 33 public universities affiliated with the prestigious Association of American Universities (AAU) maintain their own police departments. The University of Oregon is the exception.
  • During the 2007 Legislative Session, SB658 was passed into law authorizing the Oregon Health and Sciences University to create their own campus police department. This legislation did not include other Oregon University System schools.

While this new authority only applies to Oregon public universities we would like to also support any future legislation that will include Oregon independent colleges and universities, community colleges, and other private institutes of higher education. Those schools are not exempt from dangerous or hostile threats just because they are not public. We believe a sound and well thought out change is needed in these times and this revision makes sense. WACLEA encourages your support of this very important campus policing initiative. It is time for Oregon universities to stop being the exception and start becoming the standard for others to follow. We can accomplish this but only with the support of our elected officials. Your support in ensuring the safety at Oregon’s university campuses can be re-affirmed by your efforts to pass the Campus Policing legislation (SB116 and SB405) into law during the current session.
